Many college students may maybe find themselves without their Bright Futures disbursement this fall because of legislation that requires the recipients of the lottery-funded scholarship to fill out an additional form before receiving the money.
Signed May 26 by Gov. Rick Scott, Council Bill 2150 stipulates that all students approved to receive any form of Bright Futures, beginning fall 2011, must fill out a FAFSA, the Free Application for Centralized Student Aid.
The requirement applies to all students who will be getting any level of Bright Futures scholarship, as well as persons students receiving scholarships from the Access to Better Learning and Education and the William L. Boyd Florida Resident Access Grant programs.
Students already in school and receiving the scholarships must also fill out the form. The form will need to be filled out every year the student is in school and accepting the scholarship. Money will not be agreed to the student until the FAFSA is complete
The goal of the legislation was just to get data. Many feel that Bright Futures should be need based and that kids they consider to be from affluent families shouldn't be eligible. The Republicans who passed the measure may agree. How they resolve their advocacy with pay for performance for teacher will be fascinating. Worse, this will disincentivize classroom performance further. Maybe all sch ool reformers want anymore are test results.
